To completely block sites like youtube and facebook, you willl need to use a conbination of a web-filter profile and an application control profile.
Go to security profiles --> Application Control --> Application Sensors and create a new Application Control profile.
If you only see the default profile and do not have the profile selector and + sign in the upper right corner,
Go to system --> Config --> Features, click the ' show more' button and enable the 'Multiple Security Profiles' feature.
Why, this will give you the possibility of creating security profiles that serve a simple and specific cause. For Example an anti-virus profile that only scans SMTP traffic. When you apply this to a policy rule that allows incomming SMTP traffic, it will enhance performance of your overall firewall. Create a new application control profile by selection Application Sensors and clicking th + sign in the upper right corner. Give your new profile a name and click OK.
In the newly created sensor profile, click the ' + Create New' button to add applications to this profile.
In the new window, select the categories 'Social.media' and P2P and set the action to ' Block' on the bottom of the page. Click 'Ok'.
This will give you a new entry in your application sensor list. Click Apply and you have now created a new Application control profile.
Now on the firewall rule that allows your outgoing http and https traffic, apply this Application control profile together with your Web-filter profile. This will block sites like facebook or youtube.
Another tip I want to give you. As I can see from your screenshot, in your web-filter profile you have enabled the option 'Scan encrypted connections'
The only way your fortigate can scan encrypted connections is by decrypting the traffic. Fortinet does this by using a technique also known as ' Man in the middle' by wich the fortigate replaces the encryption certificate with it's own certificate. The downside to this is that you will end up with your users getting certificate warnings when visiting HTTPS sites.

If you do want to enable deep scanning, the way to avoid certificate errors for your users is to deploy the certificate your fortigate uses as a trusted certificate. When using only Internet Explorer or Chrome, this can easily be done by GPO. When using firefox or safari etc. this can really be a pain in the ass.

Has anyone tried the new VMxxV licenses, eg VM01V or VM02V?

VM01V is just a VM01 without any vdom support.

We can't for the life of us get the license to work.

When we upload the license it comes up with: 'License uploaded is invalid for this configuration of the FortiGate-VM. Please upload a new license or reconfigure the FortiGate-VM.'

We have set the VM specs to what the required are and it's not working. Fortinet support is being most unhelpful at this moment.

Update: Turns out the new licenses work with 5.6 and up even though the 5.4 documentation has a section on the new licenses. Fortinet have said they're going to update the documentation.
